The Louisiana Fortify Homes Program (LFHP) offers grants of up to $10,000 to eligible Louisiana homeowners who replace their roof with a storm-resistant system built to the FORTIFIED Roof standard, developed to withstand hurricane-force winds.
Beyond the grant itself, a FORTIFIED designation can also unlock discounted home insurance rates.
What is the Louisiana Fortify Homes Program?
The Louisiana Fortify Homes Program (LFHP) launched in 2023 to help homeowners make their roofs more resistant to the severe weather that regularly hammers the Gulf Coast. The program is administered by the Louisiana Department of Insurance (LDI) and funded through a $100 surcharge on residential property insurance policies statewide — so every Louisiana homeowner is already contributing to it.
Grants cover the materials and labor required to bring a roof up to the FORTIFIED Roof standard, which exceeds the minimum requirements of most local building codes. Compared to a standard roof, a FORTIFIED Roof features:
-
A sealed roof deck (a secondary water barrier beneath the shingles so water can’t enter even if shingles are damaged or blown off)
-
Ring-shank nails or equivalent fasteners that hold the roof deck in place under high wind pressures
-
Wind-rated roof coverings tested to withstand speeds well beyond standard code requirements
-
Reinforced roof edges that prevent wind from getting underneath and peeling back the roof
The result is a roof designed to withstand wind speeds up to 130 mph and one that’s far less likely to let water in during a storm.
Who is eligible for the $10,000 grant?
To qualify, you must meet the following requirements:
-
Primary residence only: The program is for owner-occupied homes. Rental properties, second homes, condominiums, and mobile homes are not eligible.
-
Homestead exemption: Your property must qualify for Louisiana's homestead exemption, which reduces property taxes on your primary residence. If you own and live in the home, you likely already have it. Check with your parish tax assessor if you're unsure.
-
Active wind coverage: You must provide proof of a current homeowners insurance policy that includes wind coverage. If your home is in a flood zone, you’ll also need proof of flood insurance.
-
Good structural condition: A certified FORTIFIED Evaluator must determine that the home is in good condition. Partial roof repairs are not eligible. The entire contiguous roof covering must be replaced.
-
Existing single-family homes only: New construction, condos, and mobile homes don’t qualify.
-
Eligible location: For the June 2026 round, the following parishes are included. Eligible areas can vary by round, so confirm your address on LDI’s website.

Note: Grants are awarded through a lottery — not first-come, first-served. When a registration window opens, homeowners enter for a chance to be selected. If demand exceeds funding (which it typically does), winners are chosen at random. That means registering on the first day carries no advantage over registering on the last day.
How to apply for the Louisiana Fortify Homes grant
Here’s how the application process works:
-
Create a profile on the LDI website. Visit the Louisiana Fortify Homes website and click the “Login” button to create your homeowner profile. You only need to do this once. Your profile carries over to future rounds.
-
Register during the open window. Watch the LDI website for announcements about upcoming lottery registration periods. Windows are typically open for a few days to a few weeks. You must register within the window to be included in that round’s drawing.
-
Wait for the lottery results. After the registration period closes, LDI randomly selects participants and notifies them by email. If selected, you’ll receive a notice with your grant ID and next steps.
-
Wait for your Notice to Proceed, then get an evaluation. Do not start any roof work before receiving this notice. Once you have it, you’ll hire a certified FORTIFIED Evaluator to inspect your home. The evaluator assesses your home’s current condition and outlines what the retrofit will require. Expect to pay $300 to $500 out of pocket for this.
-
Select an approved contractor. Only contractors who are specifically trained and approved by the program can do the work. LDI’s website maintains a current list of approved contractors. It’s beneficial to get bids from at least three before choosing one.
-
Grant funds go directly to your contractor. You won’t handle the grant money yourself. Funds are paid directly to your contractor once the work is complete and verified. Any costs beyond $10,000 are your responsibility.
The FORTIFIED roof standard vs. standard roofs
Here’s how a FORTIFIED roof differs from a roof built to minimum code standards:
|
Feature |
Standard roof |
FORTIFIED roof |
|
Roof deck fasteners |
Smooth-shank nails |
Ring-shank nails or equivalent high-wind fasteners |
|
Secondary water barrier |
Not required |
Sealed roof deck with approved water barrier installed over sheathing |
|
Shingle wind rating |
Meets basic local building code |
High-wind-rated shingles tested to resist speeds up to 130 mph |
|
Roof-to-wall connections |
Standard straps or clips |
Enhanced connectors that resist uplift forces |
|
Roof edge reinforcement |
Standard flashing |
Reinforced eave strapping to prevent wind-driven edge failures |
|
Third-party verification |
Not required |
Certified FORTIFIED Evaluator inspects and issues official designation |
That last row is worth emphasizing: a certified FORTIFIED Evaluator must inspect the finished work and issue an official designation before the grant can be disbursed and before any insurance discounts can apply.
Benefits beyond the grant money
The $10,000 grant is the most visible benefit, but it’s not the only one.
Insurance discounts
The savings can be significant. Louisiana’s Regulation 136 requires many insurers in the state to offer discounts to homeowners who earn a FORTIFIED designation, applied to the wind and hail portion of your coverage — often the most expensive part of a Louisiana home insurance policy. In southern Louisiana, discounts for a FORTIFIED Roof designation can reach up to 29%. Homeowners who upgrade their entire home to the FORTIFIED Silver or Gold standard — which covers more than just the roof — may qualify for even deeper discounts.
Discount availability and amounts vary by insurer, so check with yours to find out what you qualify for.
Potential increase in home value
In the Gulf Coast real estate market, a home with a FORTIFIED designation is a genuine selling point. Buyers in hurricane-prone areas increasingly ask about roof age, wind ratings, and insurance costs — and a certified FORTIFIED Roof directly addresses all three.
Reduced risk of interior damage
Most hurricane damage to homes isn’t caused by the wind itself. It’s caused by water that gets in after shingles are torn off or the roof deck is breached. The sealed roof deck and reinforced edges that define the FORTIFIED standard are specifically designed to prevent that second layer of damage. Even if shingles take a hit, your home should stay dry.
Frequently asked questions
How long does the Louisiana Fortify Homes application process take?
The timeline depends on how quickly funding rounds open and how long construction takes once you receive your Notice to Proceed. Registration windows typically last a few days to a few weeks. After the lottery closes, the Louisiana Department of Insurance notifies winners by email. From there, the evaluation, contractor selection, and construction phase can take several weeks to a few months. Grant funds are released directly to your contractor once the work passes the final FORTIFIED Evaluation.
Can I use any roofing contractor?
No. Only contractors who are trained and approved by the Louisiana Fortify Homes Program can perform the work under this grant. Using a non-approved contractor means the work won’t qualify for the grant and may not meet the FORTIFIED standard. The insurance department maintains a searchable list of approved contractors at fortifyhomes.la.gov.
Does the grant cover the entire cost of a new roof?
The $10,000 grant covers many roofs in full, but not all. If your roof upgrade costs more than $10,000 due to the home’s size, roof complexity, or current material costs, you’re responsible for the difference. You’re also responsible for the evaluation fee (typically $300 to $500) and any permit or inspection costs.
When is the next Louisiana Fortify Homes application window?
As of mid-June 2026, the current lottery registration window is open. It closes at 5 p.m. on June 19, 2026. This round includes 3,000 grants — the largest single round in the program’s history. After it closes, future windows will be announced on the Louisiana Department of Insurance (LDI) website. Sign up for LDI email updates to be notified when new rounds open.
Can I get the grant if I’ve already started my roof replacement?
No. The program does not provide retroactive funding for work that has already started or been completed. You must receive your Notice to Proceed from the LDI before any work begins. Starting early will disqualify your project from grant funding.
